I was wondering how difficult it would be to configure(better re-configure) a series II USA specs(low emissions) to the European specs in order to get some more power.

First : take off the airpumps ( or only the belts) and the catalysts ( cut open, empty them and weld closed). Low cost solution.

If you have ( a lot of) money :
1. Change the rear ratio to a european one.
2. Change the eight pistons to european ones. Change the spark plugs.

I own a US spec car and only took off the airpumps and catalysts...180 KM/H is enough!
