Hi,
If you remove the wires from the senders, see if the display changes at all.
Then see if the display changes if you ground the wires to the senders.
If there is little or no change this implies a problem with either the wiring to the display pack or the pack itself.
If the latter, this gets complicated but for the former, if you remove the instrument pack and check the respective wires for continuity from the senders to the I/P you can easily identify if there is a wiring issue to the pack or an internal problem with the display unit.
